Are there instances where it is necessary to regulate the generation of income online? The short answer is in the positive column. Income generation online might benefit from some form of regulation. Proper collection requires that the state is involved in all aspects of assessing the revenue potential for the industry. The generation of revenue is just one element of the different concerns that the state may have. In China there are certain products that are not part of the public discourse. For example dissident statements on a blog could cause it to be shut down. These are considerations which the merchant has to think about.
The level of regulation on the internet is very liberal by many standards. The standards set by the state are simply there to ensure that only the most egregious abuses of the system are placed within the courts. Everyone else is free to make the best use of the internet as they see fit. This is what makes the commercial elements very successful. It is also the foundation of many schemes that are geared towards helping people to improve their experiences of the internet. That is the nature of the business and the participants within that business.
